The Administration Division is headed by a Permanent Secretary who is responsible for overseeing the management of human, Planning and Provincial Administration, financial, and other resources and provision of administrative and logistical support services. Further, the Division is responsible for coordinating State Functions, Civil Service travel and provision of technical support to the Office of the Secretary to the Cabinet. In addition, the Division is responsible for planning, policy and legislative development and review.
The Division is also responsible for providing guidance to constitutional office holders on the Terms and Conditions of Service pertaining to their contracts.
The Division is comprised of the following Departments and Units:
Resource and Administration Department
The Human Resource and Administration Department facilitates the management and development of human resources in order to improve Cabinet Office performance. It provides administrative and logistical support services to the Office of the Secretary to the Cabinet and the rest of the Divisions at Cabinet Office in to promote efficient and effective operations of Cabinet Office.
Planning and Provincial Administration Department
The Department provides guidance on policy implementation to ensure policy consistency and compatibility in the implementation of government policies and programmes to provincial and district administration. It is also responsible for coordinating the preparation of annual budgets; annual work plans; monitoring and evaluating the implementation of programmes; undertaking research on topical issues; coordinating the preparation of reports; parliamentary and cabinet business; and performance management.
State Functions Department
The State Functions Department is charged with the responsibility of coordinating the hosting of state functions, swearing-in-ceremonies, state and official funerals, preparations for International Summits/ Conferences and State visits by Foreign Heads of State. It plays a very essential role in ensuring that the events where the Head of State is engaged are well facilitated and managed. State Functions also facilitates the travels of the Head of State in country and internationally.
The Civil Service Travel Agency manages all air travel in Ministries, Provinces and other Spending Agencies in order to ensure cost effectiveness on travel expenditure and efficiency on government business travel. The Agency is responsible for the provision of controlled expenditure on both local and international air travel; accountability, transparency and effective monitoring in the facilitation and procurement of air tickets; effective monitoring of compliance to Public Service travel guidelines and processes; and coordinated foreign travel arrangements.
Common Services Finance Department
The Common Services Finance Department provides financial services to nine (09) stand alone Institutions or Controls which fall under the Offices of the President and the Vice President. The Department is mandated by the Public Financial Management Act No. 1 of 2018 to prepare Financial Reports, safe guarding of all Government Assets, prepare and maintain all books of Accounts and maintain sound financial systems for effective, efficient and economic control and monitoring of public funds.
Internal Audit Unit
The Internal Audit function is mandated by the provisions of Section 14 Part II of the Public Finance Management Act No. 1 of 2018. The unit provides assurance to all Divisions under Cabinet Office on the effectiveness of risk management, internal controls and governance processes.
Procurement and Supplies Unit
The Procurement and Supplies Unit is responsible for procurement, storage and distribution of goods, works and services for the efficient functioning of Cabinet Office. Specifically, the Unit is among others responsible for the provision of technical advice on matters of procurement, development and implementation of the Institution’s procurement plan preparation of bidding and contract documents preparation of procurement and supplies reports; and management of contracts in order to ensure compliance to contractual obligations. Cabinet Office is the highest administrative Office in Zambia with an overarching responsibility of superintending over the Public Service to achieve national strategic objectives. Cabinet Office is also responsible for the attainment of the general efficiency and effectiveness of the Public Service.
