Cabinet Office through training institutions (i.e. National Institute for Public Administration and Chalimbana Local Government Training Institute) will continue to develop training materials for capacity-building initiatives as identified ensuring sustained expertise in change management across the Public Service.

This phase also includes capacity building and training in the Change Management Framework during induction and onboarding of new public servants at every level. In doing so, Cabinet Office will be the link to robust and successful change execution. The role of national training institutions is key during this phase.

i. Institutionalise changes into policies and standard operating procedures.


ii. Establish a Monitoring and Evaluation Framework to track impact.


iii. Implement feedback loops for continuous improvement.


iv. Provide ongoing support and post-transition communication.
